Texas and Louisiana have a second weekend in a row where they’ll have to contend with heavy, persistent, even flooding rains. It just so happens to be Halloween this weekend with many setting out trick or treating. One good thing about this situation compared to last weekend is that we won’t see quite the same amount of liquid fall but a widespread 1-3, locally 6 inches will still cause problems from Dallas down to Houston.
The heavy rains aren’t solely confined to TX, LA but up through the Mississippi, Ohio Valley and Great Lakes region while another major rain maker drives into the Pacific Northwest. So many millions may want to have a rain jacket at the ready for Saturday evening.

These rains look to be erasing severe drought for a second time in one year. Not quite sure when that’s last happened and as for the Pacific Northwest southwards, well this is welcome, especially given that El Nino’s aren’t good for the Northwest as much as they are the Southwest.
